Research On The Water Quality Bidirectional Ecological Compensation Mechanism In Jiangsu Province

Taihu Lake is a important economic region located in the Yangtze River Delta. It has great significance to the businesses and local residents in the lake basin at the economic development and life. Over the years, pollution of Taihu Lake has been a important problem in our country. However, due to the special terrain features of lakes, the pollution control effectiveness is not obvious. Therefore, the Taihu Lake Basin pollution control must proceed from the overall basin, to establish the ecological compensation system. The current state of ecological compensation to improve water quality is mostly one-way compensation. When the upstream region let the pollution overrun and make damage to the downstream, the upstream should compensate for the heavier burden of the downstream. However, the relationship between the upstream and downstream is more complex, and the one-way compensation is rather one-sided consideration. When the upstream region made a positive contribution to pollution control, and provided a superior standard of quality of the section junction, the downstream areas should compensate for the contribution of the upstream by reducing the burden. This article analyzes the status of the Taihu Lake Basin, and clears the basic concepts of bidirectional ecological compensation, by starting from the theory of ecological compensation. Combined with the current practice of ecological compensation in Jiangsu Province, propose the establishment of quality of water bidirectional ecological compensation mechanism. Hopes to construct the water quality bidirectional mechanism for ecological compensation of Jiangsu province, by improving the legal system, determining the reasonable compensation standards and approaches, establishing the Government's management and public participation, etc. Through communication and consultation between the upstream and downstream, carry out the bidirectional ecological compensation in the whole basin, to mobilize the enthusiasm of all parties and improve the water quality and ecological restoration of Taihu Lake as soon as possible.
