Study On Cross - Border Ecological Compensation Amount In Taihu Lake Basin Based On Pollutant Reduction Cost

Through the development of recent decades,scholars at home and abroad study ecological compensation mechanism form various aspects and in-depth, complete ecological compensation mechanism including roughly the determination of ecological compensation subject and object,the establishment of ecological compensation basis and principles,the calculation of ecological compensation standard, and the choice of the ways of ecological compensation. Accounting standard of ecological compensation is the core part of the compensation mechanism, at present, scholars at home and abroad has analyzed from opportunity cost, total cost, loss of revenue, cost analysis, and willingness to pay,and do a lot of work, the results are obvious. This article mainly discusses how to determinate ecological compensation amount of the across provincial boundary of taihu lake watershed, Don’t think the flux of pollutants as the research object, the ecological compensation amount and the ecological compensation standard for the same concept. The taihu lake basin across jiangsu, zhejiang, anhui and Shanghai, three provinces and one city, due to the taihu lake basin through the anhui area is lesser, so this study is aimed at jiangsu, zhejiang and Shanghai three provinces and cities. This study considers the environmental governance in various areas of total costs and environmental costs, proposed three kinds of different ways to determine.(1)Costing ecological compensation amount based on minimum cost model of environmental governance.Used to minimum cost model of environmental governance, Calculated regional contaminant reduction amount when the whole watershed environment governance costs minimum, using of pollutant reduction function to calculate the regional contaminant reduction cost combined with the capacity of pollutants in various areas. This method responds to the policy of overall interests than personal interests and takes the basin interests to consider, all data, ensure the objectivity of the results. But at the same time the calculating model of technical difficulty is big, and data collection, model and only consider the optimized allocation of the sewage disposal in the province, and ignore the provincial pollutants transfer governance.(2) Through investigating the cost of sewage treatment plant pollutant to determine compensation standards.Through investigating various pollutants unit management cost around the taihu lake basin sewage treatment plant,and take the average pollution compensation standard of taihu lake watershed as a whole, determining ecological compensation amount through multiply by the provinces provincial boundary between more/less the amount of pollutants. The method theory to understand easy, simple operation, determination of ecological compensation standard is must be persuasive. But at the same time, the data collection difficulty is very big, there no unified standard of determining the amount of pollution of each region allows, In other words, more/less row is difficult to determine.(3)The method combined with minimum cost model of environmental governance and the sewage treatment plant pollutant investigation of unit pollutant costs.Combining the above two methods, not only optimize the configuration of sewage disposal in the province, and also between the provinces to transfer pollution, achiving the double objective of minimizing the cost as well as maximizing the pollutant capacity utilization and teatment of the various provinces and cities.
