| Since the reform and opening of our country, the industries develop rapidly and the economic grow steadily. However, the resources in China are in the condition of excessive consumption and the environmental pollution is becoming worse. The environment which people rely on indispensably has become a scarce resource. In order to protect the environment and ease the pollution, China has gradually implemented a variety of command-control policies on industrial waste. However, these polices have been unable to satisfy the new requirements of waste treatment in China. The economic incentive policies of industrial waste disposal which the developed countries wildly used are still in the exploratory stage in China.This article analyses the disposing status and problems of the industrial waste gas, waste water and solid waste. It summarizes the relevant policies of China's industrial waste disposal and find out the reason for the high industrial waste, including the lack of corresponding supporting laws and regulations, environmental standards set not strictly, penalties for acts of environmental pollution is not enough, the market economy system is still not complete and so on. On this basis, referring to the advanced experience of industrial waste disposal and according to China's national conditions, the article lists some recommendations on the improvement of China's industrial waste policy.In addition to the further improvement of command and control policies and charging system of China's industrial waste disposal, the country should greatly reform the environmental taxes and emissions trading system. In order to refine the environmental taxes, it is better to introduce eco-taxes and pollution taxes. For the improvement of emissions trading system, it should establish the supporting laws and regulations as soon as possible, strict the total control system, establish the emission rights market, lower transaction costs, establish the emissions trading incentives systems and refine supervision system of emission rights. |
