| With further speed up of urbanization, the rapid growth and expansion of the city scale has caused serious problems of urban sewage. Municipal sewage treatment in our environment plays an increasingly important role, while the municipal sewage treatment construction project requires huge funds. Current infrastructure funds are relatively tight in China, BOT/PPP model in municipal sewage treatment project construction applications can provide us with a new funding solution.However, BOT/PPP projects of municipal sewage treatment in China rises for a short time until now, many are still quite immature, relevant experiences have yet to be concluded. Of which, BOT/PPP project risk is a problem that can not be ignored. Only by correctly solving the risk, it can guarantee that municipal sewage treatment BOT/PPP projects are successfully implemented.Based on the risk of municipal sewage treatment BOT/PPP project, the article discussed issues related to risk assessment, mainly including the following issues:First of all, from the relative theory of the municipal sewage treatment BOT/PPP project risk assessment, the article described in detail on concept, basic structure and scope, function and features and the definition, the purpose and role, the evaluation standards and other related contents of project risk assessment. The main body and the characteristics of the municipal sewage treatment BOT/PPP project risk evaluation are also analysized, and the risk factors of project were identified at the same time,. In addition, the article also described the municipal sewage treatment BOT/PPP project risk evaluation and risk assessment methods commonly used in probability and statistical methods, and summarizes the BOT/PPP project method for determining the level of risk.Then, combined the theory of AHP with analytic hierarchy, this paper established municipal sewage treatment works BOT/PPP Project Evaluation, and it introduced the basic principles, steps, principles and AHP evaluation model of the system, in order to evaluate the various risk indicators. In addition, Combined with the sewage treatment project in Yueyang County of BOT/PPP project instance, this article analysised AHP evaluation model and obtained the scientific feasibility of the evaluation results, in order to provide the project decision-making reference basis for the parties involved.Finally, the article also introduced the concept, basic measures and strategies of risk management, and it analysised the status quo of the municipal sewage treatment BOT/PPP project risk management, then explored the municipal wastewater treatment BOT/PPP project risk management model. |
