BOT is on the basis of construction investment,construction,management methods,to establish agreement between the government and the private sector,to further implement,this model has been widely used in the global infrastructure construction projects.In the implementation of the project risk management refers to the risk of possible from judgment to analysis,and take measures to deal with a series of process,its purpose is to take effective measures to cope with the economic,avoid,reduce,reduce the cost of project risk.The urban sewage treatment industry in our country at present,this model has been more and more attention and application,and in a broad market prospect of economic development zone or industrial park sewage treatment field,the model has yet to be further research and development.So combining with the characteristics of BOT construction model and the characteristics of the industrial park sewage treatment of such wastewater treatment project risk management system analysis and the research has important theoretical significance and application value.This paper firstly introduces three wafangdian city area sewage treatment BOT project overview,detailed description of the project risk characteristics: its belong to the industrial sewage treatment BOT project,in addition to the general construction engineering project risk of variability,objectivity,and uncertainty,but also has risk prediction of variability,sewage treatment project of the overall correlation is higher and larger radiation characteristics of industrial wastewater treatment project.Compared with the cities sewage treatment BOT project,industrial park sewage treatment project BOT mode time late,the processing of industrial wastewater and urban sewage treatment at the same time there are a lot of difference,the relative lack of such a project risk management experience.Secondly,the paper USES the expert grading method to identify the project risks and identifies the main risks that the project faces can be divided into systemic risk including political risk,legal risk and economic risk.Unsystematic risk,including the construction,design risk,human resources risk,management risk and financial risk,and using the analytic hierarchy process(AHP)to three area sewage treatment BOT project risk assessment,it is concluded that the project operation risk in the size of the order,and to analyze its risk causes.At last,risk prevention measures and Suggestions are put forward.Through to the three area sewage treatment BOT project risk management to the practical research and exploration,find out about the types of project risk,discussed the concrete,and puts forward the countermeasures,for the industrial park of this type of sewage treatment BOT project to provide certain reference,raised such projects in the future for risk control ability,and the content of the risk for such projects.
