Causes Of The Crisis Of Public Hospitals And Coping

With the development of social economy and the deepening of medical system reform, profound changes to China's medical environment are taking place, and hospitals facing more and more crises triggered by more and more complicated factors. Public hospitals, as the main body of National Health Service, are facing various crises as well. Whether public hospitals can correctly understand and properly respond to the various crises, is their important topic of health and sustainable development. It is necessary to correctly understand all causes, degrees and response measures of crises for correctly facing and properly responding. Therefore, it appears particularly important that hospital administrators how to understand inducing factors of crises, and what measures to take can properly respond and manage crises.On the basis of literature search and experts interview, this study carries out questionnaire by designing Public Hospital Crises Causes and Hazard Assessment Table and Public Hospitals Response Measures to Crises Evaluation Sheet in accordance with possibility factors and hazard degrees currently may causing public hospital crises, combining the actual situation of public hospitals (Shanghai 10 district-level central hospitals as example), in order to explore current cognitive awareness to hospital crises of public hospital's managers and medical personnel at all levels, to seek the best measures to respond public hospital crises, and to constantly improve the crisis management level of public hospital. In the questionnaire, the crises of public hospital are divided into several types, such as medical security crisis, public health emergencies, management crisis, financial operational crisis, public relations crisis, and separately listing possibility factors and its hazard for each type of crisis. But, possible specific response measures may adopted, are to be listed by stages as per three stages of preparation before crises, response during crises and recovery after crises, and managers in every professional field are invited to grade the contents of Questionnaire by using VAS (visual analogue scale)With data obtained from the analysis and research of the questionnaire, main causes, occurrence possibility of each cause and their hazards of public hospital's crises are recognized by hospitals' administrators by statistical induction, and giving the administrators links to which shall be strengthened and paid attention in practice. Meanwhile, building reasonable crises response measures for reference to hospital crises management decision-making by survey and research of specific measures responding to crises evaluated by the administrators.This study deepens the understanding to crisis causes and crisis response of public hospital, and will help to improve hospital crisis response level. But, on one hand, it is inevitable to be limited of narrow coverage due to sample survey of some public hospitals research. On the other hand, this study is based on the administrators'cognitive attitude to crisis causes and response, rather than empirical study of the crisis real cause. Therefore, this study needs to be further perfected, not only to coverage of the study scope, but to methodology of the study.
