Content:Since the1990s,farmer's living standard has improved significantly,but health care has become a new problem that plagued the majority of farmers.Compared to the rapid growth of medical costs,farmers'income increase appears to be negligible,farmers'poverty caused by illness is increasingly serious.To solve the difficult and expensive problem of farmers'doctor,our government introduced the policy in2002-the implementation of the new rural cooperative medical system.The new rural cooperative medical system developed and evolved on the basis of the traditional cooperative medical system,but it is more scientific and reasonable than the traditional cooperative medical system.Its appearance maked up for the vacancy of the rural medical security timely and improved the conditions that the farmers can not afford to eat the medical and see a doctor effectively.This article is made on this basis,through Guanzhong area of rural medical security system development process of sorting out, This paper analyzed the development course in the rural medical security system after the establishment of new China,and objectively evaluated the merits and demerits of right and wrong in the process of the development of the rural medical security system,and explored the lessons that traditional cooperative medical care system to brought us, we affirmed that "Towards the new rural cooperative" is the correct path of China's rural medical security problem,and promotes the priority is to strengthen the perfect construction and sustainable development of the new rural cooperative.This paper is divided into six chapters.The first chapter is the introduction. The medical insurance problems of farmers is an important livelihood issue to be solved,it is not only related to the health status of the farmers own, but also to the development of rural productivity, even more, related to the social harmony and stability.
