| Huainan coal mine was the most successful state-owned coal enterprise in the early period of Nanjing national government .From the establishment in march, 1930 to july,1937 ,Huainan coal mine rose in the Huaihe River basin and leapt to become the largest state-owned and the most successfully operated coal mine in the sphere of state-investment coal mine , laying the basis of Huainan being a mining city and promoting the economic integration of the northern ,southern Anhui with the Yangtze River economic region .Various factors resulted in the success of government-operated Huainan coal mine. On the one hand, high quality coal resources, good geographical location, and enormous demand for coal of the Yangtze River region, with the developed economy, created unique condition for development of Huainan coal mine. On the other hand, unique business strategies and management methods were"the magic weapon to win"of the successful operation of Huainan coal mine. In the short more than seven years, government-operated coal mine of Huainan made positive tax concessions with government. Also in this period, depending on diversified financing channels, various marketing sales model, integrated development strategy of rainway and mine, in implementing management measures of specialist governance, law governance, human nature management and so on, Huainan coal mine became one of the government-run enterprises, which had color of the most modern-managed, in the 1930s. Although Huainan coal mine was a government-run enterprise, under the operation of the founder Zhang jingjiang, it was covered with a thick layer"privately managed". This was the very reason why Huainan coal mine can get rid of the previous government-run stale breath and utilize modern enterprise strategies and methods.The successful of Huainan coal mine, which was government-operated, laterally confirmed the feasibility of separation of enterprise's ownership and management right and provided a good example, which was worth learning and thinking, for the reform of modern enterprises. Certainly, social organizations and individual's cast space in Nanjing national government was confined, due to the limitation of regime nature.
