In the early Qing dynasty, the contact between the Mongolians and people of the Han nationality was forbidden. But, along with the population grew rapidly, as well as frequent natural disasters, a great quantity of farmers came into Inner Mongolia during the Mid-Qing Dynasty. For the government failed to send them back to their home, the Mongolia region urged to develop agricultural economy as well, the royal court of Qing limitedly allowed farmers to move into the area in north of the Great Wall. To supervise the immigrants effectively, several Li Shi Ting were set up continuously by the royal court of Qing in the area in north of the Great Wall, where the immigrants concentrated. At the same time, the li Fan Yuan, which managed the affairs of Mongolia, dispatched Li Shi Si Yuan to Ningxia, Shenmu, Bagou, Sanzuota, Wulanhada and Tazigou, etc. The charge of Li Shi Si Yuan included handling the affairs that related to Mongols and Hans, coordinating the relationship between Mongolia banners and local governments. Shenmu Li Shi Si Yuan, which was one of the six Li Shi Si Yuan in Inner Mongolia, was in charge of the negotiation between the Mongolians and people of the Han nationality in the6banners of Ordos. Based on previous achievements, this paper focus on the establishing, responsibility and function of Shenmu Li Shi Si Yuan through recently published Chinese version archive of Qing Dynasty's jegiin yar Banner jasay government office and other materials. This paper is divided into three chapters.Chapter1ascertained the establishing background and time of Shenmu Li Shi Si Yuan, teased apart the responsibilities, offices and treatment through official documents.Chapter2firstly discussed the reclamation and official measures when the Shenmu Li Shi Si Yuan newly founded in Ordos. It also studied the details of the negotiation affairs between the Mongolians and people of the Han nationality through archive.Chapter3discussed the other functions of the Shenmu Li Shi Si Yuan by studying some cases, for example, hearing the Mongolian contentious cases, dealing with boundary litigation, banning illegal salt and illegal tea, arranging preachers'foreign affairs, assisting with dispatching troops from deferent Mongolian banners.
