The party's sixth plenary session of the 14th session resolution"explicitly pointing out:"Chinese Communist Party is the core of leadership of China's socialist modernization. The Construction of the material civilization and spiritual civilization mainly lies in our party." Each party cadre is in charge of one specific field of the party's work. Leadership is a special kind of occupation with a strong political feature. The words and actions of the leaders have a direct influence upon the masses around. The party leaders represent the image of our party and government and play a sampling role. China is in the key period of the alternation between new cadres and old cadres. The selection of young cadres will be related to the long-term development of our country. With the gradual establishment and perfection of the appointment policy, our country has attained great achievements in the alternation between young cadres and old cadres. The country has broken the past routine of emphasizing age qualifications; rather, it begins to attach importance to the cadre's ability of solving practical problems. The selected young cadres have brought with them the deep theoretic knowledge and strong practice abilities. Owing to the asymmetry of the formulations and enforcement of the policy, some authorities may take advantage of the loopholes in the policy and destroy the justice and transparency in the appointment. In view of this, scientific assessment must be made in the policy on the appointment of young cadres in order to make the policy more reasonable and more effective.This paper firstly expounds the concept of the policy on selection and appointment of young cadres.On the basis of theoretical generalization, the author of this paper enumerates the evolution process and the relevant practical experiences of the policy on the selection and appointment of young cadres since the founding of the country. At last, the author gives some suggestions on the perfection and implementation of the policy on selection and appointment of young cadres in the future.
