In June30,2011, the State Council formally approved the establishment of the Zhejiang islands of Zhoushan New District. Zhoushan has become China’s New Area and a national district following the Shanghai Pudong, Tianjin Binhai, Chongqing Liangjiang, and the first theme of marine economy in the National Area.Putuo District which located in the Eastern Zhou Yamamoto Island, Department of Zhoushan Fisheries Center, which is rich in natural resources, vast sea area. And as a fine port, facing to the Taiwan Keelung port, Nagasaki port, Inchon port of Japan South Korea relative, known as the "Pearl of the East China Sea". Putuo District how can make the effective use of the national policy and the natural resources, play a leading role in regional economy, and promote the development of economy of Zhoushan new district overall, the human being is the most essential factor. The training and selection of outstanding young cadres, is the effective way to realize the leadership transition in an orderly manner, is a very important measure to ensure the construction of New District having qualified successors of the cause. Therefore, studying the policy of training and selecting young cadres carefully is particularly important. In this paper, through the different levels of questionnaires, field visits to various forms of young cadres, helding forums and the collection of literature review and other forms, conduct a special investigation and analysis selection problem of young cadre training of Putuo District..On the base of teasing out the definitions of cadres, young cadres, training and selection, combined with human resource management, talent theory, summarize the management system of developed country, advanced and innovation practice of domestic city, to find out the universality and regularity of the experience. Putuo District exists the unbalance of structure of team, lack of work experience on young cadres, lack of standardization of the program of training and selection, limited on the management of reserve cadres. According to all the problems, this paper throw out some suggestion to improve the mechanism of training and selecting young cadres of Putuo District..
