A Study Of Urban Volunteer Management Based On Governance Theory

With the continuous development of economic society these decades, the voluntary service in China has made prominent achievements. Voluntary participation and service have been widely recognized by the general public. They also play a positive role in assisting the social management, maintaining social safety and stability, promoting the youth's socialization and building the social morals, etc. Without a doubt, they have great significance to establishing the socialistic harmony society. Besides, the success of Word Expo Shanghai 2010 has offered once in a blue moon historic opportunity for the development of the voluntary service in our country. The social atmospheres after the Shanghai Expo as well as the rich experience and results can provide a favorable condition to develop voluntary activities in post-World Expo era. It is sure to produce great and far-reaching effect to the voluntary service in Shanghai. Thus, conscientiously sum up the management procedure during the voluntary service and illustrate the experience in the fields of the volunteers'coordination, mobilization, recruitment, training, organization, encouragement, maintenance and evaluation will provide some references and instructive meaning in the work of voluntary service, especially the large-scare events in out country. Thus, the experience of voluntary service in the Expo will be a powerful drive to promote further development of Shanghai Urban Civilization.On the other hand, with the economical changing, society reforming, the establishment of market economy, the collapse of Danwei system and the social structure opening increasingly, which gradually become a platform to offer separate resources and opportunities. Accordingly, the government is no longer the one-sided monopolists and supplies to the resources. Demanding administration can hardly meet the requirements of social management. In the theory of social management, the social management gradually becomes the social governance. Analyze volunteer activities from the perspective of this can regard the social governance as a government mobilizing, social participating and beneficial interacting treatment case. From this point, further analyze the government and the society's character, interaction and effect is very helpful to strengthen the social construction.This paper takes Xuhui District volunteer management as an example. Study the interactive procedures between government and society of the volunteer management. It also explores the advantages and disadvantages of opportunities and threats to launch voluntary service in Xuhui District through the methods of SWOT analysis. Moreover, this article put forward a set of corresponding policy on this core problem with a view of providing theoretic foundation and basis of reality for the volunteer management in Xuhui District.
