Study On The Authority Of Township Government In Transition Period

Government authority is the inevitable outcome of human life and also the necessary condition to the social stability. Suppose that the government is lack of authority, and then it seems impossible for the government to manage the entire society. All these lead to unrest. Villages and towns as the binding sites of both city and countryside, is the key point to carry out the grassroots work. The strength of the township government authority directly affects the work effectiveness of township government and the grass-roots social stability. With the development of the social reform in China, the objective environment changes a lot. Such as, the growing gap between urban and rural areas, the degradation of township environmental and so on. All these become the severe challenge to consolidate the township government authority. In addition, the stimulation of rural conflicts reflects the fact that the weakening of township government authority has increasingly become the prominent phenomenon. It will certainly affect the harmony and development of rural areas as well as limit the construction of socialist modernization in China. From what has been discussed above, the conclusion could be drawn–it is necessary to strengthen the township government authority. The thesis analyses the performance and reasons of the weakening of township government authority and then put forward several strategies to strengthen it. The entire thesis including five parts which is listed in the following step.Chapter one is the introduction part which used to elaborate the research background and its significance as well as the research methods and main ideas, in order to find the correct direction.Chapter two aims to analyze the theory of township government authority. In this chapter, the author defines the definition of township government authority after clear the circumscription between authority and power by the use of comparative analysis method. Furthermore, the author elaborates the history process of township government authority in China and point out that it is urgent and necessary to build in a relative Evaluation Index System.In Chapter three, the current situation of township government authority in the social transformation period is the focal point. the author use Case Analyze Method to research the government authority evaluation system of L town in Huizhou city, Guangdong province. Only based on the case research, the author can seize the opportunity to learn the actual situation and find out problems.In chapter four, the author analyses the reason of the weakening of township government authority from three different aspects-the subject, the object and its environment.Chapter five is the last part of the thesis. In this part, the author tries to search the countermeasure to strengthen the township government authority. Advises can be listed as follows: promoting the development of township economy and improving the economic income of rural citizens; improving the political participation mechanism in the town and building service-oriented government; Strengthen government supervision and restraint system and building multiple social governance mechanism in the end.
