The Study Of Public Engagement Of Emergency Management In Hebei Province

Modern incidents are diverse and complex. They impact the public fragile nervousagain and again, but also they are challenges for the government and severe tests for thesociety. In the process of the Chinese government and society transformation, once theemergency incident occurred, the responsible government could mobilize the strength of awhole country, and do our best to save the safety of people's lives and property. But thepower of the government alone is limited. Since "SARS", scholars began to pay closeattention to the emergency management of public engagement in the study.Though Chinese scholars in the emergency management field have made someachievements, they were lagged behind in every aspect by foreign experts. The researchon the public engagement of emergency management is not deep enough, and mostresearch remained in the field of protection of citizens' right to know. The quantitativemethods on research are scarce, and this paper came into being in this context.Firstly, the paper introduces the background and research significance, research statushome and abroad, research contents and methods. And then it explains the concept andclassification of emergencies, emergency management and public engagement theory, laida theoretical foundation for the studies below.Secondly, this section analyzes the public engagement of emergency management inUnited States and Japan, and then analyzes the existing weakness in Hebei Province. Atlast we get a lesson from the advanced countries, providing the basis for the followingstructural equation model.Thirdly, it describes the basic theory of structural equation model and its advantages,using the questionnaire method to collect the public engagement in emergencymanagement data and its influential factors, and then build public engagement inemergency management structural equation model. Model results were explained by usingthe AMOS.Finally, according to the explanation of the structural equation model, this sectiongives some advices and suggestions on how to perfect the public engagement of emergency management in Hebei Province form three stages of readiness, response,recovery.
