The Research On Anti-Corruption And Building A Clean Government In Social Transition

With the deepening of reform, China has entered a key period of Social Transition and made great achievements in social, political, cultural, economic and in other fields of construction. However, all aspects of the mechanism and system were still not so perfect in this period. Various social contradictions clearly revealed, especially the corruption. It went easier and more serious in some areas and presented upward trend in recent years. These problems made a very negative impact on the society, and became unstable factors which obstructed the social development.Although the academic and the government departments have carefully studied how to deal with corruption issue, the report of the Seventeenth National Congress also clearly stated "All party members must fully understand the long-term, complexity and difficulty struggle against corruption, and must put anti-corruption in a more prominent position and have a clear stand of anti-corruption."While in fact corruption still happened very frequently, especially in Guizhou, a economically less-developed province. Liu Fangren, Liu Changgui, Xu Jie, Lu Wanli, Fan Zhonqian and other corruption cases shocked the nation, but who can clarify which factors lead to these cases? How to deeply study this problem and propose some solutions? These problems would be discussed in this paper.This paper analyzed the profile of domestic and international anti-corruption research and explained the origin, history, current situation of anti-corruption, and some foreign experience of anti-corruption and building a clean government. This paper used typical cases of anti-corruption in Guizhou, and combined literature review, comparison of induction, case analysis and other research methods to study this problem. It analyzed and summarized the corruption cases in social transition and gave us the mind and solutions of the problem. The ways were all proposed from building complete institution, constructing punishment and prevention system,and increasing supervising intensity etc. I hope this paper can provide a reference for further study of anti-corruption and build a clean government for subsequent researchers.
