Study On Contemporary Chinese Clean Government System Under Administrative Ethics Field Of Vision

Clean Government System in preventing and punishing corruption, regulating the exercise of public power has played an important role, and has been subjected to various national attentions. Chinese Clean Government System has made the gradual improvement in the development process. Administrative Ethnics is a natural relationship, formed by the process of using public power by administrative authorities and their public officials, including administrative ethics standards and administrative ethics mechanisms. Administrative Ethnics and Clean Government System has certain relevance, strengthening the Administrative Ethnics has the help to promote the development of the Chinese Clean system.This thesis is based on the relevance of Administrative Ethnics and Clean Government System, analyses the conditions and probes the problems of the constructional content about standardizing administrative ethnical behaviors of administrative authorities and their public officials, including laws and regulations and the related supervisory and security mechanism. While combs the contents of the construction of Administrative Ethnics in some developed countries, proposes some measures to improve Contemporary Chinese Clean Government System by comparison. The specific contents of the thesis include:The first chapter, beginning from the concept of Administrative Ethnics, make a brief introduction about the relevance of ethnics and morality and the relevance of administration and ethnics, and definite the concept of Administrative Ethnics. Then deepen the understanding about the concept of Clean Government System by defining corruption, and make a brief illustration about the generation and development of Chinese Clean Government System. Based on the above analysis, pay more attention on introducing the relevance of Administrative Ethnics and Clean Government System, then make the theoretical basis for the back chapters. The second chapter, analyses the construction conditions and problems about normalizing administrative authorities and their public officials'ethical behaviors in Clean Government System from the administrative ethics' perspective, and elaborate the significance to the improvement of Clean Government System by enhancing Administrative Ethics'construction. The chapter is a nexus of this thesis and led to the further thought about improving Clean Government System and standardizing the administrative body's administrative ethical conduct.The third chapter, Currently there are some experiences about the construction of administrative ethics in some developed countries'Clean Government System.This chapter combs the construction experiences of the United States, Britain,Canada, Japan and South Korea from the levels of the construction of legal system and administrative ethics'supervisory mechanism, making the bedding for the below comparison.The last chapter, On the basis of the overall commenting about the construction experience of some developed countries, the learning from the experiences of some developed countries by comparing and associating with our own characteristics, promote some measures to improve Contemporary Chinese Clean Government System...
