Research On Local Governments' Implementation

Government's implementation is an important component of its administrative capacity. According to the phase characteristics of its reform, the 16th National Congress of Communist Party of China marks the Chinese Government's reform has entered a new phase, that is, strengthening the government's execution is main task of the reform in this phase as well as in the future.Local governments, as the country's constituent elements, play an extremely important role in the country's political, economic and social life. Because central government's many functions must be completed by local governments whose implementation capacity directly have an impact on and reflect the nation's execution. At present, on the whole, the government's implementation capacity is obviously more powerful than that in the past, but actually, with the expansion of local autonomy, local governments'execution is generally weakening, which seriously affect the implementation of public policy. Therefore, we should strengthen the research on local governments'implementation, building a scientific, fair and effective evaluation system in order to effectively enhance the Government's implementation.The thesis is divided into five chapters:The first chapter: Introduction. This part focuses on its background, significance, current situations,main content and research methods.The second Chapter implies the theoretical basis of government's implementation, introducing the concept of government's implementation, elements and characteristics as well as the historical evolution of local governments'implementation.The third Chapter indicates the problems existed in our local implementation, taking foundation of rural institution for example, through surveys and interviews, understanding current situations of local implementation, summed up the problems and the serious harm existed in local government performance.The fourth Chapter analyzes the causes of existing problems. The reasons mainly include: policy enforcement mechanism is not sound; the quality of personnel is not high, the resistance of policy implementation, an imbalance in the interests of policy implementation, environmental constraints of policy enforcement.The fifth Chapter suggests countermeasures to enhance our local implementation, proposing the ways like optimizing policy enforcement mechanisms, improving the personnel's quality of policy implementation, cooperation towards the implementation of the object, balancing the interests of policy implementation, allocating and training environment of local government implementation, to improve local implementation and create high-performed, and powerful implemented local government.
