The shortage of resources is a topic that has been attracted much attention at home and abroad, all fields has been took action to save energy and use enewable resources especially in agriculture and industry, in order to avoid a crisis.The same to the school.For a long time, country responsible for the financial expenditure of Country Public academies at all levels, the school be considered of Public Welfare, as it should be enjoy the benefits. But as China's social development and increasing gross national product, the financial expenditure for schools always beyond the standard that 4% of national product, what restrict the schools development. In order to change the traditional way of thinking "waiting, dependence, request", referencing the study of schools abroad, China scholars proposed the idea of Strategies of Management by School. That it's allows schools to benefit in a certain extent, the benefit should be use to the schools development. This idea is want to drive the vitality of schools development, create diversity in school, reduce the burden on the Government, developing positive situation compete in the education market.Against the background of the market economy, to achieve the dual purposes of educating people and economical benefits, schools, as institutions that provide concrete educational services, adopt a managing mode to ensure the most effective arrangement of educational resources so as to achieve the maximization of benefit of the schools. Study of the managing idea has been changed from the theory, principle and pattern to strategies. Most of research results that have been are in the macro and meso. The research in the micro is lack of system and specification. Because the idea be put to practice cause much questions and difficult, my strategies base on the theory of management by school and business to understand and apply the idea in a correct way, make up for the disadvantaged of this idea. My research methods are document analysis and theoretical analysis. Strategies of Management by School consists of two parts, one part is Comprehensive Strategies, through the analysis to environment of strategies of School Management, referencing formulation and choose of strategies of School Management,then carry out strategies and control of strategies;the other part is Operational Strategies, which derived by the way of analysis school management, including Teaching Strategies, Content-type Strategies, Form-type Strategies.
