Currently,the research field of rehabilitation of deaf children language relatively few existing studies focus on the rehabilitation of a similar class of collective language teaching practice, on the family's daily use and individualized instruction, there are many empty. Needs based on actual use of the subject, emphasizing language learning devices should be more concerned rehabilitation in the learning needs of daily life, often learn to practice often, pay attention to the objective law of language learning. This topic was studied in-depth understanding and language of the current field of rehabilitation of deaf children on the basis of advantages and disadvantages of the device, a focus on everyday applications, and mobile learning environment based on the home language of deaf children new ways and means of rehabilitation. It has a certain function of speech therapy training, focusing on the language of deaf children rehabilitation exercises to learn from classroom teaching to the expansion of the family.This innovative project is reflected in the following:1) Improving the rehabilitation of traditional language teaching, individualized instruction for deaf children.2) Binding characteristics of deaf education, with the scenario put forward innovative education and a combination of classroom education model to improve the efficiency of language rehabilitation for deaf children.3) To highlight the language of rehabilitation of deaf children in the family role.4) Proposed a deaf children in the language of daily life for the new rehabilitation methods and means of achieving.This paper introduces the topic of the background, significance and current status and developments, and then describes the machine learning theory and technology related to design, on which the key to focus on speech recognition technology. Then the analysis of the function of deaf children learning machine needs Pinyin, based on machine learning given the software and hardware overall design framework. The third step is to build and customize the learning machine's operating system software platform, deaf children learning machine speech recognition software development. Finally, machine learning applications to achieve the three modules namely, information management, training Pinyin, Pinyin game features, to achieve the expected goals.
