The land is the root of human,of which arable land, especially basic farmland management is the key to ensure food security.The implement of the second land survey, land planning and basic farmland permanently delineated,greatly enriched the information and data, and provides a basis for reference for future work to carry out the development of relevant countermeasures."3S" technology development, especially on the land has been gradually replacing the manual management mode, how more effective application of3S technology, land management departments to improve the efficiency of land resource management, has become a hot search pot. In this paper, basic farmland in arable land, verified Ning’an example on the use of GIS technology to the establishment of basic farmland management information system to improve the efficiency of county land production, operation, management.Component technology brings a revolution to software, and also bring unprecedented opportunities of GIS technology. COM standards-based component platform, GIS functional modules is divided into several control different functions each space between the co-operation is complete. Various controls can be easily integrated visual IDE development tools, the formation of the final GIS applications, has many incomparable advantages of traditional development tools, the real "code reuse" and "component". ArcGIS Engine Components Technology Division, ESRI, provided a complete set of powerful embedded GIS component libraries and tools library, the object and the platform has nothing to do with the language-independent, developers only need to be familiar with the various components of each application program interface, you can easily develop.In this study, based on the Ning’an existing data and needs as a starting point, the design and development of the Ning’an basic farmland management information system. On the basis of the analysis based on software engineering ideas, during the system needs to complete the design of software systems, database design, functional design, interface design and code implementation. This system is the C/S (client/server) architecture-based B/S (browser/server) architecture, supplemented by Visual C#environment, use the ArcGIS Engine components, ArcSDE spatial data engine, SQL Server2005database management technologies. The system realizes the editor from the beginning of data collection, data processing, data query exemplar analysis, database management, mapping services, management of GIS software, multi-function.
