TQM (Total Quality Management) is the hotspot of western education managementtheory and practice in the1990s. The management concept and technology has been appliedin some of our undergraduate universities, and achieved satisfactory results. But theresearches about how to integrate the TQM thought and concept into the teachingmanagement process in higher vocational colleges are fewer. Therefore how to improve theteaching quality and enhance competitiveness in higher vocational colleges by studying theideas, principles and procedures of TQM and establishing quality control and assurancesystemis becomingan importantrealistic topic.In this paper the model of TQM implementation in higher vocational colleges and theevaluationis studied, and specificworksare as follows.First, we objectively analyze and summarize the work of TQM and its application incollegesand universities by predecessors, andputforward theresearchcontent of thispaper.Second,the necessity and feasibilityof implementing TQM inhigher vocationalcollegesis elaborated based on TQM thought and concept. Combined with the actual situation ofhigher vocational colleges, the basic requirements and principles of implementing TQM areexplored.The characteristics of teaching quality and the mode of developmentis analyzed inin a systematicview.Third, the mathematical model of implementing TQM system in higher vocationalcolleges is studied. The state-space model of TQM is established by using inputs and benefitsof TQM as state variables. The internal relations between inputs andbenefits are studied. It isshown that appropriate inputs of TQM can maximize the benefits of TQM by analyzingstabilityand qualitativebehavior of the model.Finally,a contraposing evaluation problem of implementing TQM in higher vocationalcolleges, an analytic hierarchy model is established to monitor the effectiveness of TQMdynamically. Combined with the actualsituation of implementingTQM in a higher vocationalcollege, the validity of the established model can be tested.And the model parameters can beadjusted in order to realize a strong practical and guiding significance for certain types ofspecifichigher vocational colleges.
