China is an earthquake-prone country, every time after the earthquake, it will cause thehuge economic losses and casualties. For example, in the wenchuan earthquake, it causedmore than8000billion economic losses, the insurance company respond in damages only for3%, most of the compensation opportunities are all assumed by the government and society;But because of the losses of the earthquake are generally serious,the government is not aperfect solution; from the view of risk management, If there is an effective earthquakeinsurance mode will be largely make up for the earthquake losses. According to China’snational conditions and economic development, the paper designs a compulsory earthquakeinsurance of the house.This paper from the point of housing seismic risk assessment to consider the earthquakerisk level, the purpose is to design a reasonable compulsory earthquake insurance of the houseand calculate its insurance amount and insurance rate. First the paper uses the combination ofthe qualitative and half quantitative methods to get the building seismic risk assessmentmodel, and this model not only assesses the building earthquake’s risk level but also providesthe foundation of the building earthquake compulsory insurance rate floating; secondly, thispaper designs a compulsory earthquake insurance and insurance mode, and gives thecalculation method of the earthquake insurance’s insurance amount and insurance rate. Usingthis method can calculate the building earthquake insurance cost, and the results of calculationand international earthquake insurance experience data is consistent, and provide a valuablereference for the establishment of related insurance in our country.
