Water is very important and very special natural resources, which is the basic material for human survival and a limiting factor for the sustainable development of human society. In recent years, with the rapid developments of economic, increasing demand for water is pushed by the population growth, the contradiction between supply and demand of water resources is further sharpened, and improper exploitation or excessive use of water resources aggravate the tensions of water shortage, which make water become one of the major issues for the human beings. In order to solve the shortage of urban water, we need to take measures to cut expenditure and raise revenue. According to the experiences between domestic and international, compared with other methods, wastewater reclamation and reuse is the most effective way to solve the water shortage in the city.Urban wastewater reuse is an important measure for the construction of circular economy society, and the construction of municipal facilities is even more important for the aim to turn pollutants into resources. Ahead of building the city’s infrastructure, we must first work out the planning, and then implement scientifically and strictly. In this paper, it takes system theory as the guideline, on the bases of study from theory innovation and improvement, the critical distance selection criteria for the mode of reclaimed water supply, the macro-evaluation indexes for the supply pipe network of regional reclaimed water, the application of fractal theory in layout planning for pipe network of renewable water supplying, based on risk analysis of the mode of reclaimed water supplying and other aspects of urban wastewater reclamation and reuse system layout planning are systematically studied. In the derivation process of critical distance criterion for the model of wastewater reclamation and reuse supplying, it takes the system’s infrastructure costs into account, at the same time, it also adds the operating costs of centralized recycling plant, decentralized wastewater reclamation and reuse project and pipeline systems. In the end the result is changed by the experienced quantitative correction in consider of other factors such as environmental, social and so on, which making the critical distance obtained more reasonable. What’s more, a preliminary study of the choice of supplying mode under the influence of uncertain factors during the operation system is also carried out, and fractal theory in the application of supplying network for reclaimed water. Other than theoretical research, there are applications of corresponding instance according to the wastewater reclamation and reuse system, which validate the feasibility and practicability of the theories and methods.
