With extensive application of blast techniques in many fields of national economy, especially the large-scale blasting operation is frequent, more and more attentions are focused on the influence of blast vibration induced by blasting. The prediction and control of blasting seismic effect is more and more important as the primary issue to be solved for researchers. The key point of predicting and controlling blasting seismic effect is the prediction of the Blasting Peak Particle Velocity which is used to evaluate the risk of blasting seismic.The nearby area and far area due to the different attenuation law in these two area is distinguished by the research of blasting seismic energy attenuation law. And then the least squares procedure and the empirical equation form of S are used in studying the rules of particle vibration velocity to fit a regression line for the purpose of controlling blasting seismic effect. The main content and conclusions contained in the paper are as follows:(1) HHT transform method is used in this paper which gives the attenuation law of blasting energy according to the blasting measured data.(2) It is thought that the demarcation point lies in scaled distance is10according to the attenuation law of blasting energy. And then a new predicting formula is obtained according to the regression analysis in nearby area and far area.(3) It is confirmed that new method is more precision than the general linear regression analysis method.
