Local Governmental Responsibility In Rural Environment Governance

With the advancement of industrialization and urbanization speeds up unceasingly,the rural economic level and the people’s living standards have been improvedsignificantly, but the rural environment also suffered huge pollution，which not onlyharmed the farmer’s physical health and restricted the rural development，but also willbrings tremendous impact on western development of our country. Nowadays, theenvironmental pollution, especially the rural environment pollution is more and moreserious and national attention paid on the rural environment is increasing, under such abackground, this paper mainly studies local governmental responsibility in ruralenvironment governance.Through the careful research，this paper analyzes the present situation of ruralenvironment comprehensively, understands the existing rural environment problemsand further to explore the reasons of the series problems. In the process of the reasons’analysis, this paper not only analyzes the problem from a technical perspective such asthe pollution source and pollutant, but also focuses on National policy. The mainreason of agricultural environment pollution is the ineffectiveness of the localgovernment management and performs their functions effectively in rural environmentmanagement. Therefore，The local government should undertake the responsibility ofrural environment management. The deep—seated cause of this situation is the failureof local government．The fundamental reason of this government failure is the currentperformance evaluation mechanism of our centre government，under which the localgovernments can not correctly deal with the relationships between economicdevelopment and environmental protection．The article based on the studies of case，hopes to provide important consultationfor the local government in decision-making on the rural environment management.
