| Since the nineteen Party Congress,the CPC Central Committee with Comrade Xi Jinping as its core has regarded the construction of ecological civilization as an important part of coordinating the overall layout of the "five in one" and coordinating and advancing the strategic layout of "four overall".The construction of ecological civilization is a fundamental plan for the sustainable development of the Chinese nation.The prosperity of ecology leads to the prosperity of civilization,and the decline of ecology leads to the decline of civilization.Ecological environment management has become one of the main responsibilities of local governments.In the process of ecological environment governance,the social participants and stakeholders cooperate with each other,and the subsystems in the ecosystem maintain and influence each other.The traditional ecological environment governance mainly takes the government as the main body,and the government also takes the ecological environment department as the main body.The emerging ecological environment collaborative governance mainly includes the internal collaboration of all levels of government departments,the cross regional collaboration of local governments,the vertical collaboration of upper and lower levels,and the external collaboration of all sectors of society,enterprises and the public.As an emerging area of urbanization construction,m district has rapidly changed from "township level" to "national level new district level",which has achieved a historic breakthrough.It provides a practical reference path for young cities in the process of urbanization to solve the problem of ecological environment collaborative governance,and plays an exemplary role.In order to solve the problems of ecological management system in M District,the main departments of ecological environment management should strengthen their responsibilities and promote collaborative management.In the aspect of internal collaborative governance,the modern governance means and innovative governance methods are adopted to improve the governance efficiency of staff and units,and the local government’s eco-environmental governance efficiency.In the aspect of collaborative governance guarantee,we should strengthen the construction of governance team and ensure that governance funds are sufficient,and make up for the shortcomings of local government’s ecological environment governance ability.In terms of internal power,we should optimize the performance appraisal system,mobilize and strengthen the power of local government’s ecological environment supervision to achieve long-term effect.However,the collaborative governance of local government ecological environment can not be achieved overnight,and its governance process is a complex and lasting system engineering.At present,although the ecological environment governance of M district has achieved phased results,in which the collaborative governance plays a great role,there are still some problems and deficiencies,such as the confusion of government departments’ responsibilities,various departments and towns(streets)in the governance system In terms of governance level,there are problems such as low level of ecological environment governance of government departments,low level of ecological environment governance of enterprises,low level of public participation in ecological environment governance,and lack of financial system guarantee in terms of system guarantee In the aspect of governance power,there are some problems,such as internal governance,cross regional governance,lack of collaborative power of enterprise subjects and so on.Starting from some typical problems,this paper analyzes the causes of the problems,explores and puts forward the optimization path of ecological environment governance problems,which has a certain reference significance for the study of ecological environment collaborative governance of county local governments in other new urbanization cities similar to m district. |
