Huaihua is located in the northwest of Hunan Province, which is a place withfrequent natural disasters since ancient times. The natural disaster was more frequentin the Republican period of China. This paper conducts a thorough and comprehensiveresearch on condition, feature, reason, influence and prevention strategy of naturaldisasters in Huaihua Region during the Republic of China. The purpose of this paper isto supply some references for the founding of the present disaster relief system throughstudying on the natural disaster, disaster relief system and explain the experience andlessons learned from it.The people in Huaihua were deeply suffered from the frequent and wide naturaldisasters including flood, drought, insect and plague, which presented universality,frequency and concurrence. A lot of people were killed or driven to escape by seriousnatural disasters, which also brought great losses to the agricultural production.Numerous people were on the border of starvation and death, and their physical andpsychological healthies were deeply hurt. The social order was severely disrupted.Traces to the source, natural environmental factors and social effects are contained.Thecomplicated topography, gology and climate conditions are the important factors,butsocial reasons are dicisive: rural backward productivity,the weak economy,socialunrest, fighting between warlords and bandits’ prowling which greatly increaseddamage degree of natural disasters.Facing frequent natural disasters and the serious social impact that brought toHuaihua area, people from all walks of life took corresponding prevention measures torelieve relief social crisis. Judging from the relief measures, which basically dependedon the government, the entire relief process was placed under the direct control of thegovernment,.Dependence was the most conspicuous feature, this kind of passive reliefmechanism, to a certain extent, restricted prevention effects, reflecting the lack ofrelief system at that time. In addition, some special relief agencies and the establishment ofmodern science and technology, the disaster prevention and intervention had some certainpositive roles, reflecting the modernization of growth factors. Meanwhile, in the periodof the republic of China Huaihua region prevention and reduction disasters had remarkable achievements.
