Northern Vietnam has great potential for economic and social development,but it also faces many disaster risks due to the impact of climate change.The terrain of this area is high mountain,with strong anatomy;The climate is a typical humid tropical zone,which is strongly affected by the non geographical nature of the high zone.In recent years,extreme natural disasters such as landslides,river bank erosion,floods,drought,ice and snow,cold and so on have frequently occurred in northern Vietnam,and it can be learned from the existing statistical data that each natural disaster has different degrees of casualties,which has caused great interference to the sustainable development of Vietnam’s economy and society.Therefore,natural disaster emergency management has become an important work in the provinces of northern Vietnam.Based on the study of the overall situation of natural disaster emergency management in Vietnam,including the main body of natural disaster management,national laws and regulations,specific implementation at all levels and emergency management measures of local communities,this paper points out the effectiveness of emergency management in northern Vietnam,which is mainly reflected in the effective linkage of vertical and horizontal departments;The mode of local emergency management has been basically established;Basically,the natural disaster early warning system and the infrastructure for natural disaster prediction have been established.The focus of this paper is to analyze the problems existing in the emergency management of natural disasters in northern Vietnam,which are mainly reflected in: the national policy system is not optimized,and the local government is not in place when implementing the policy;The personnel quality of natural disaster emergency management is not high,there is a lack of professionals,the professionalism of emergency management personnel is insufficient,and the people’s ability to compete is limited;The natural disaster emergency fund cannot meet the needs of natural disaster emergency in northern Vietnam;Infrastructure construction is seriously lagging behind,unable to meet the needs of natural disaster emergency management.The causes of these problems originally come from many aspects,including unscientific policy-making and weak supervision;Inadequate training of emergency management personnel;The basic funds provided by the government for natural disaster emergency management are limited;Insufficient investment in infrastructure,unchanged concept and low quality.To solve these problems,we need to formulate policies and systems scientifically and strengthen the implementation of policies and systems;Multi source natural disaster emergency funds to provide sufficient funds for emergency;Strengthen the construction of personnel quality and improve personnel quality through training innovation;Further increase the construction of infrastructure to meet the needs of long-term natural disaster emergency response.Only in this way can we effectively improve the emergency response capacity of natural disasters in northern Vietnam and provide sufficient support for Vietnam’s economic and social development. |
