Study On Risk Analysis Application In National Food Safety Standard Development

Recent years, food safety issues break out, and have become an increasing globalconcern. On the other hand, it promotes the constitution and development of foodstandards. China Food Safety Law was published on28Feb.2009, which officially putforward to integrate current food standards into National Food Safety Standards. Thepurpose of this thesis is to promote the application of Food Risk Analysis application infood standard development, providing ideas and references for the development ofChina National Food Safety Standards.The thesis follows two lines, which is theoretical and practical. The theoretical lineis Risk analysis, including Risk assessment, Risk management and Risk communication;the practical line is the process of food standard development. Combining the two lines,through document research and case study on necessity of risk analysis and how itapplied to develop national food safety standards, and how to improve existing riskanalysis organization and standard development process.Firstly, on the basis of document research, review the food safety risk analysistheory, and sum up the application practice experience from international organizationsand developed countries, in order to provide important theoretical support fordevelopment of national food safety standards and the proposal of food risk analysisorganization. Then, review our current food standards development process, and sum upthe problems encountered in practice. With my experience in the first batch Chinanational food safety standard development, select microbial risk analysis in "raw milk"standard, as a practice case, raise up three problems of risk analysis organization, riskcommunication, and food standard development process. Based on the above theoreticalanalysis and case study, rose up improvement suggestion, the thesis put forward the ideaof risk analysis organizational structure; simplify the integration of the original9-stageprocess to the4-stage process; propose the application process of risk analysis in thedevelopment of national food safety standards, and the improvement suggestion for riskcommunication in risk analysis framework.The thesis is an attempt for food safety risk analysis theory application in thenational food safety standard development. Through the experience study and analysisour existing and international practice, propose the food standard development process which is suitable for China. Meanwhile, emphasized the important role of riskcommunication. The study summed up the working experience of dairy safety nationalstandard development, provided a reference on the theory and practice to new foodsafety national standards to be developed in the future, and provided a guideline andreference to food safety manage government.
