Water is the indispensable resource of human’s production and life. In China’surbanization along with the agglomeration of population and the growth of GDP, waterresources is becoming the key factor. As the guidelines of urbanization, the urbancomprehensive planning is closely related to water resources protection and utilization. Inorder to coordinating the life, the development of industry and agriculture, and the waterresource in urbanization construction, and feeding back on the urban comprehensiveplanning, the comprehensive evaluations of water resources should be done combined withthe planning.Lingshi Country of Shanxi Province is lack of water resources and seriously polluted,and can’t carry the urbanization. In order to alleviate the contradiction between supply anddemand of water resources, depress the deterioration of water environment, the evaluationand prediction of water quantity and quality was based on the analysis of the waterresources of Lingshi County. The water resources carrying capacity index system wasconstituted, and the water resources carrying capacity was figured out. The method wasprovided for referencing for the future researchers.The main research results are as following:(1)Analyzed present situation of water resources in Lingshi County: water resourcesquantity characteristic of total amount, distribution, water source location and protectionarea, development and utilization, reuse; water quality characteristics of: water quality,water pollutant and its distribution. The results showed that the water utilization of LingshiCounty is increasing year by year, and the groundwater is reducing to limen, while thesurface water is seriously polluted without avail.(2)Forecasted that the water supply would be fit the demand due to thewater-engineering and reuse, and water environment situation would be worse causing thebig amount of concentrated pollutants. (3)Through the analysis of water resources carrying capacity theory, water resourcescarrying capacity comprehensive evaluation index was established. Through the applicationof Grey Relational Analysis and GIS, water resources carrying capacity evaluation ofLingshi County was figured out. The results showed that, water resources carrying capacityis related to urban function: center area with densely population and industrial has lowwater resources carrying capacity, including Liangdu town, DuanChun town, Tanzhen townand Cuifeng town, Jingsheng town; area with spreaded population and industrial has highwater resources carrying capacity, including Wangyu town, Yingwu town,Jiaokou town,Liangjiayan Town. And separated3zones with high water resources carrying capacity,middle water resources carrying capacity, and low water resources carrying capacity. Waterresources carrying capacity can be changed by water allocation.(4)According to water resources carrying capacity evaluation results of LingshiCounty, the optimized adjustment proposal and measures of reducing adverseenvironmental impact were provided to urban comprehensive planning. Through publicparticipation various opinions and suggestions will be showed in the planningenvironmental impact assessment, for revision and perfection of the plan.
