Sustainable Utilization Effect Research Of Water Resources On Reclamation Project In Fujian

Reclamation is an important project to alleviate the contradiction of utilization of land for the human beings, which brings about various social and economic benefits. Meanwhile, it is going to take much negative impacts on the sustainable utilization of water resources, if the construction process is lack of scientific planning and overall consideration. Such as: destruction of the aquatic ecosystem, affecting biodiversity, affecting water quality, influence on the basin hydrodynamic and may lead to a variety of major natural disasters. Therefore, the reclamation project is not only related to the rational utilization of land, but also related to the sustainable development of water resources in flood discharge of river course, siltation of estuary and water ecological environment. As a result, the research of the reclamation project is very import to the sustainable utilization of water resources.Reclamation is generally divided into:lakes reclamation, tideland reclamation, river reclamation and so on. The reclamation project in Fujian Province is mainly tideland reclamation. This research aimed to investigate the impact of tideland reclamation project of Fujian Province on the sustainable utilization of water resources; to establish a comprehensive assessment system of sustainable utilization of water resources of Fujian Province on the basis of the quantitative techniques which are of absorption sustainable utilization of water resources. in addition, to provide a basis for evaluation for the construction of reclamation project by scientific and rational sustainable utilization planning of water resources as well as economic and legal means and so on.This research adopts literature, empirical study, countermeasures and so on. The main contents of this research are to define the concepts of the reclamation and reclamation project, sustainable utilization of water resources, water resources and environment, which are involved in this research, based on the reviews of the relevant literature; to give a brief introduction about the theory of sustainable development and compensation of water resources; to take the reclamation project as an entry point, through the method combined with research and interviews, after fully studying the problem of sustainable utilization of water resources caused by the reclamation project of Fujian Province on the basis of the foregoing theoretical analysis, found at least the destruction of the original ecology of the coastal tidal flats, and may cause severe flood control and related waters threats which caused by the reclamation project construction in Fujian Province to the sustainable utilization of water resources.To this end, I put forward several suggestions for the scientific development of the reclamation project in Fujian Province:to strengthen legal constraints and establish the compensation mechanism of water resources; to scientifically carry out the reclamation project and sustainable utilization management of water resources; to strengthen the management of water affairs and adhere to the same powers and responsibilities; to establish an evaluation index system for sustainable utilization of water resources in the reclamation area. The research result can provide a scientific decision support for Reclamation Project of Fujian Province.
