In the 21 st century, resources play an increasingly important role in social development. To evaluate and realize the sustainable use of resources is an inevitable requirement of regional social and economic development.Water resources is an important natural environmental resource,of which the assessment of its sustainable utilization has become one of the primary goals of the region. As the centre of the western development strategy,Chengdu occupies a very important position in the strategy of developing the western region, and water resources plays an important role in development strategy of Chengdu.Water resources has promoted the improvement of economic development level in Chengdu, but at the same time, water pollution caused by economic development is unreasonable. In turn, the problem of water pollution has become increasingly prominent, which has greatly restricted the development of Chengdu. The issue of water resources in Chengdu is not only a simple resource issue but also a problem related to people’s livelihood and social development. On this basis,it is urgent to conduct research and evaluation on the water resources in Chengdu, which is of great importance to the sustainable use of water resources and even social development of Chengdu.Based on the ecological footprint theory and related literature worldwide as well as the status quo of water resources of Chengdu, this paper evaluates the sustainable utilization capacity of water resources in Chengdu through the ecological footprint method. In this paper, the ecological footprint of water resources, water resources ecological carrying capacity, water resources ecological profit and loss and water resources 10,000 Yuan GDP of Chengdu in 2000-2016 were dynamically analyzed through the ecological footprint model.Furthermore, the per capita ecological footprint, carrying capacity, ecological profit and loss and GDP water footprint in each district of Chengdu from 2013 to 2016 is also evaluated using ArcGIS software. In addition, eight relevant indicators are selected to analyze water resources ecological footprint of Chengdu by correlation analysis and path analysis. And the relationship between precipitation and ecological carrying capacity of water resources is calculated. Finally, the problems exist in the sustainable development and utilization of water resources in Chengdu are evaluated, countermeasures are proposed as well.Research analysisshows that:(1)The dynamic analysis of water resources ecological footprint of Chengdu shows that the ecological footprint of water resources has increased year by year, and the amount of water resources consumed in economic development has increased. The production water has an absolute proportion of water resource account, while the ecological water consumption is small. The primary industry uses the most production water, but the proportion has decreased year by year with the water structure has been continuously optimized.Affected by the large annual variation of precipitation, the fluctuations of water resources ecological carrying capacity are large. The trend of water resources ecological profit and loss is consistent with the water resources ecological carrying capacity. In 2006 and 2009,the precipitation was small and the drought occurred, which caused the ecological deficit in Chengdu consequently. In other years, the ecological profit and loss situation fluctuated greatly, which called for enhancement of the adjustment effect of water conservancy project construction on the uneven distribution of precipitation in time and space. The construction has an uneven distribution effect on the spatial and temporal distribution of precipitation. The ecological footprint of water resources per 10,000 yuan of GDP has declined rapidly in the period of 17 years, and the efficiency of water use has increased by 6.75 times.(2)From the spatial maps of each districts and counties of Chengdu in 2013-2016,it can be concluded that the per capita ecological footprint of water resources of the central urban area with the most concentrated population but high resource utilization efficiency presents a small share, while Qingbaijiang District and Xinjin County, which are led by the development industry, present a large share. It reveals that production water accounts for a high proportion of water consumption. The per capita ecological carrying capacity of water resources is different due to the difference in precipitation in each districts and counties. From 2013 to2015,the precipitation decreased, and the ecological carrying capacity of water resources in decreased. In 2016,it rose due to the rose in precipitation. The ecological carrying capacity of water resources in the west and north is higher than that in the east and west.Per capita ecological surplus of water resources has generally decreased. The sustainable use of water resources in the north and west is greater than that in the eastern and southern districts. The pressure on water resources of the central city is the greatest, and an ecological deficit is approaching. The per 10,000 Yuan GDP in all districts and counties has dropped significantly. The optimization of industrial structure and the implementation of water resources policies have continuously improved the efficiency of water resources utilization.(3)Correlation analysis, path analysis results as well show that the per capita ecologicalfootprint of water resources and GDP are highly correlated with production water and ecological water, indicating economic development of Chengdu depends on water consumption.Production water consumption makes a major contribution to the per capita ecological footprint of water resources.Water pollution and severe water waste increase the use of ecological water, thereby increasing the per capita ecological footprint of water resources. The significant correlation coefficient between precipitation and water resources ecological carrying capacity reaches 0.94.(4)The water resources in Chengdu mainly suffers from problems such as water pollution and waste, unreasonable water structure, the mismatched spatial distribution of water resources and industrial layout, and long chain lock effect. In order to promote the sustainable development and utilization of water resources in Chengdu,it is necessary to take comprehensive measures to increase water use efficiency and protect water resources, which may be achieved by strengthening water resources supervision and improving water resources allocation. |
