The Coal Mine Safety Culture Research

In recent years, safety culture has been widely acknowledged as a "soft" measure of accident prevention, safety production work has also gradually been improved to the height of safety culture. As an important part of the corporate culture of coal, coal mine safety culture is becoming the heart and soul of the coal mine production safety. In our country, coal resources are rich and high yield, but it is also an industry with safe accident-prone. China’s coal mine safety culture in construction is still in its infancy, is far from perfect in the coal mine safety culture evaluation system, evaluation methods, which to some extent, restricted the sound development and construction of coal mine safety culture. Therefore, to carry out the research projects of coal mine safety culture evaluation has important theoretical and practical significance.Firstly, the article set forth the related theories on culture, enterprise culture, safety culture, coal mine safety culture and its evaluation, safety performance, and summarized the merits and demerits of the existing theories. By performing relatively detailed statistical analysis on the causes of coal mining accidents, it worked out that the unsafe behavior is the main reason for the accidents. To improve this phenomenon, it must enhance the safety culture construction, in which the guarantee is the management system construction. The article analyzed the optimization of organization structure and implementation plan of the coal mine safety management.Secondly, combining with the in-depth study on the Coal Mine Safety Culture Construction Guidelines, it summed up the definition of the coal mine safety culture. Meanwhile, it confirmed principle that, in the coal mine safety culture system, the mind identity is the core, and the behavior recognition system is the guarantee, and the tangible cultures in visual, auditory and environmental aspects are the material bases of the former two, and at the same time they reflect the safety culture system and the effectiveness of the safe behavior system. Based on the five systems, this article analyzed the evaluation index and divided it into19second evaluation indexes. It set up series of specific evaluation items, and established the overall the overall evaluation index system for the coal mine safety culture.After that, the article carried out comparison between qualitative evaluation and quantitative evaluation. The application of the two evaluation methods requires a certain related professional knowledge, which is not practicable for widely promotion. The article selected a simple-operated scoring evaluation method, which by using the hierarchical analytic process determines the weight of the first and second indexes, scores the third indexes, and calculated the total score of the evaluation, and then concludes the safety culture construction level of this coal mine by comparison of the total score and the coal mine safety culture construction rank table.Finally, it applied the scoring evaluation method to the evaluation of the safety culture construction level of Sima Coal Mine, and proposed advice to Sima Coal Mine according to the scores, and raised suggestions to enhance the coal mine safety culture level.
