Land cover, as the extremely important environment information on the surface elements,its change has become the key factor of the global environment changes. In view of themaintenance of global sustainable development and in the pursuit of the human society andnatural environment harmonious evolution, with joint promotion of IGBP and IHDP, theeco-environmental effects evaluation of land use/cover change. The land use/cover changecaused by the evaluation of the effect of environment has become the key content and hotissue in global change study. The land use/cover change is subject to multiple factors, withthe growth of the population, the development of social economy, the accelerating steps ofurbanization, the range and the strength of the human activities on the land use was graduallyexpanded and deepened, result was that the vulnerable ecological systems become morefragile, thus caused the substantial influence to structure and function of the ecological system.Under this background, it has very important scientific value and practical significance on theresearch of the eco-environment effect evaluation of land use/cover in Tianjin city.The paper explains the theory relation and progress between land use/cover change andeco-environment. On the basis of analyzing the influences of land use/cover change andenvironment, we have a general assessment on the eco-environmental effect of land usechange in Tianjin city. The paper is divided into five parts:The first part of the paper is exordium. Explain the natural environmentalcharacteristics and the social economic features in Tianjin.The third part analysis on land use/cover change in Tianjin city. It systematicallyanalyzes the land use status and structure, land use comprehensive degree, and land use thefeatures of the dynamic evolution and internal rule land use change from1998to2010inTianjin city.The fourth part analyzes the environmental effect on land use/cover change of Tianjincity. Focused on the land use and take the model of P-S-R as the foundation, Respectively, from the pressure, state, response three evaluation indexes and construct the index system,Combined with the natural resources, eco-environment and social economic actual situation, ageneral assessment is given to the regional eco-environment effect of land use/cover change.The fifth part of the paper is the macroeconomic regulation and control countermeasuresof land use and the eco-environment based on previous research.
