Study On Environmental Impact Assessment Of Overall Relocation Project And Example Analysis

With our urban land resources increasingly scared, the pressure of land isincreasing. Some producers on the outskirts of the city in history, which is nowgradually in the main city of the city, have been unable to meet the environmentalsafety requirements of urban planning and development. Most of them enter therelevant planning area by overall relocation to get out of the city. This paper studiestheoretical basis and evaluation methods by combining the theoretical studying andexamples verifying after summing up the relationship between Overall RelocationProject Environmental Impact Assessment (ORPEIA) and Strategic EnvironmentalAssessment (SEA) or Program Environmental Impact Assessment (PEIA). Andresearch applied in the ORPEIA of a Changchun automobile Co., Ltd.The paper studied the guiding roles of environmental capacity and environmentalcarrying capacity theory, the theory of sustainable development and ecologicaltheories in the ORPEIA. Then, the paper introduces the evaluation methods of theORPEIA.Finally, taking the ORPEIA of one Changchun Automobile Co., Ltd. as anexample, the paper taking practical application on the theoretical research result andevaluation methods, which sums up the ORPEIA should focus on some problems:â‘ The extents of consideration of the ORPEIA should be comprehensive;â‘¡Theseepage of ground should be paid attention to during the removal process ofequipments, in order to prevent the pollution of groundwater and soil from theinfiltration of abandoned raw and auxiliary materials;â‘¢After corporate relocationmoving out, the original site soils may be subject to different degrees of pollution.The environment risk assessment of soil, pollution control and ecological restorationshould be enhanced.
