With the economic development, water pollution is a growing problem that hasaffected our lives, at the same time restricted the economic development.“The12thfive-year energy conservation comprehensive plan” is clearly put forward to that atthe end of the12th Five ", the country’s chemical oxygen demand decline at least8%than in2010, Jilin Province’s COD emissions reduction plan is decreased by8.8%ofthe total COD when we reached2015. This paper aims to determine the relationshipbetween the COD discharge and economic growth through the establishment ofEnvironmental Learning Curve and the Environmental Kuznets Curve of the CODdischarge in Jilin Province, in accordance with the relevant data to predict the end ofthe “The12th five-year” giving the emission reduction targets and related measures toreduce emissions.In this paper, use of the2000-2010data to establish COD emissions of theEnvironmental Learning Curve of Jilin Province and nine cities and EnvironmentalKuznets Curve. Curve fitting are all good, according to the Environment LearningCurve predicted COD emission of Jilin Province, the emission reduction task can becompleted at the end of the “The12th five-year”. The EKC model shows JilinProvince’s COD discharge was standard inverted U-shaped curve, when the economyis developing to a certain stage, COD emissions begins to get lower with thedevelopment of the economy. Integrated Environmental Learning Curve and EKCmodel predictions. Jilin Province’s COD emissions show a downward trend,“the12th five-year” completes binding targets to reduce emissions.
