Since the reforming and opening up, China’s cement industry has been developing rapidly, but its industrial production has also brought a series of issues on energy and environment, so there is much potential for the cement enterprises to implement cleaner production. In order to meet the significant demand of cement and ensure the sustainable development of national economy, the important step for cement industry is to implement cleaner production. This article aims to analyze and research the potential of cleaner production in China’s cement industry, which will have great theoretical significance for the promotion of cleaner production.Firstly, according to the basic characteristics of China’s cement industry, the paper chooses the corresponding evaluation index to construct the cement industry cleaner production potential evaluation index system, and applies the method of Analytic Hierarchy Process (AHP) to calculate the weight value of each indicator. Secondly, the paper applies fuzzy mathematics comprehensive judgment to evaluate the enterprises’potential of cleaner production, and divides the score indicators of the evaluation system reasonably to determine the standard of the evaluation index. Thirdly, by means of case analysis of cleaner production potential assessment in a cement enterprise of Huludao City, the paper gets the result:the enterprise is in the first level, and its cleaner production potential is relatively small. Finally, the paper concludes some cleaner production technologies in China’s cement industry, which can provide technical guidance for the promotion of cleaner production.
