Aiming at building water quality simulation and prediction system of accidental water contamination in Binzhou city, discussing the evolution and outcome of information management technology of water environment protection at home and abroad and using computer networking technology,3-s (GIS, GPS, RS) technology and environmental science and system science theory, this paper designs in detail the overall structure, development mode, functional structure system and data base.At the research background of water environment in Binzhou city, this paper analyses its water system structure, watershed environmental monitoring condition, drainage pollution sources and water quality classification condition in recent years. Considering that water environmental information is of fragmentary,abstract and has spatial characteristics, this paper proposes a basic approach after analyzing research status of GIS and water quality model from domestic and overseas, which uses water quality model, GIS and database technology to manage the water environmental information of Binzhou city. This paper mainly discusses one-dimensional and two-dimensional steady status water quality prediction model, database technology, integrated management of water environmental information, GIS dynamic water quality prediction and applied research of online released technology.Software system is running on Windows series operating system, using SQL Server as database management platform and AnGeo Uniscope as three-dimensional GIS platform and adopting C++or C#language to develop related functional module under the separate environment of Visual Studio2010and Microsoft Visual Studio.Net2010IDE. The system which includes information management, water quality management and system management etc, is based on GIS, database and network technology. It adopts multilayer architecture combined with B/S and C/S and is tightly coupled with water environmental mathematical model, relating to water quality monitoring station, water functional area, pollution draining outlet of rivers, water resource district, important water resources, social economy, water quality management and system management etc.This system has the function to manage, query, analyze, assess, announce, predict the water information and the effect of preventing and controlling watershed pollution, simulating pollutant diffusion and affording emergency command, provides aid decision support for protecting watershed resources.The system provides advanced technical support and basic data for environmental regulators through the development and implementation. So they can handle the situation as fast and effective as they can. The timeliness and effectiveness of the environmental monitoring greatly improved the level of urban environmental air quality.
