The lack of water resources and the deterioration of water environment, which have seriously hindered the sustainable development of human society, have become one of the major problems that people have to face in twenty-first Century. Therefore, the protection of water resources and improving water environment have become an emergency work to do among the water conservancy and environmental protection departments from all over the world. China’s Yangtze River, the Yellow River and other major river basins have been implemented watershed management in some kind of significance, however, the main management of each province and city is administrative. Fen River in Shanxi province is one of the main contributories of the Yellow River, and Xiao River is the second largest contributory of Fen River, which is also the biggest river in Jinzhong and the mother river of Jinzhong. In history, A population of about1million has been using the water resources of Xiao River, which support a regional social and economic evelopment, but the river’s compartmentalization, according to administrative management mode, has brought disorders to the sustainable development of basin. In order to realize the sustainable utilization of water resources and the continuous improvement of water environment, to create a watershed management model is imperative. The study on the water environment monitoring system of water resources in Xiao River that is one of the effective means to protect the water resources and improve the water environment has also become a pressing matter of Xiao River basin management bureau.Based on the comprehensive investigation of water resources and water environment of watershed. This paper aims to create the geographic information management prototype system and construct the water resources and water environment monitoring platform of Xiao River. To realize real-time monitoring of rainfall, soil moisture, water pollution, flood situation, realize the integration of monitoring and measurement of regional surface water, groundwater resources and water environment, it will provide a powerful technical tool for the whole basin to achieve the "three red lines" management.Based on the thorough understanding of the basic situations of water resources and water environment of Xiao River and reading lots of relevant literature at home and abroad, this paper fully drew on previous experience and mature technology, including advanced modern sensor technology, wireless network communication technology, computer software technology, database technology and some other modern science technologies, creating integrated monitoring and measurement platform river surface water, groundwater resources and water environment of Xiaohe. This system introduced the basin GIS platform, creating overall framework and design scheme of the basin water resources and water environment monitoring system. On the basis of monitoring and analyzing the kinds and space-time distributions of pollution sources, the water environment monitoring system was chosen. Based on comparing and analyzing all kinds of sensors, sensors for monitoring were selected. Through comparing a variety of means of communication, GPRS wireless communication technology which was used widely and had many advantages was chosen to realize the remote data transmission of system.The flood and drought monitoring system of Xiao River had also been studied in this paper. According to the previous hydrometeorology data of Xiao River and combining with the characteristics of Xiao River, the construction scheme of flood and drought monitoring system of Xiao River had been proposed. The system also had the warning function and it can warn exceed index.This paper is only an attempt to design and prototype creation of river basin water resources water environment monitoring and management system. With the progress of science and technology and the updated concept of watershed management idea renewal, the level of this system will improve and new vitality will be injected in it.
