With the fast development of social economy in China, the large number of private vehicles and the out-dated urban transportation infrastructure result in serious traffic congestion problems. At the same time, consequent problems such as environment pollution, energy consumption and social problem become more and more serious, which affect urban residents’daily lives. To deal with these problems, Low-carbon and Ecological strategy are put forward and become the guideline for transportation development and even urban development. According to traditional study, the evaluation system is in a continuous process of improvement. More evaluation indexes are added to the system, but the emphasis is focused on public transit and rail transit. Non-motorized transit indexes, such as pedestrian and bicycle transit, are not included. What’s more, due to the uncertainty and complex of indexes, we could not achieve a comprehensive result from subjective aspect only or objective aspect only. Therefore, we add evaluation indexes about pedestrian and bicycle, which completes the evaluation system, based on the former research on transportation evaluation. What’s more, we combine the AHP and Coefficient of variation method while make evaluation, which is different from the traditional evaluation method. In order to test the evaluation system and evaluation method in the paper, we choose Jinan as the example.First of all, the paper puts forward the concept of Low-carbon and Ecological city. In the ideal definition of Low-carbon and ecological city, low-carbon industry and ecological city construction are the primary pattern for economy development, low-carbon and ecological principle are the characteristics of residents’daily life and low-carbon and ecological society are the goals for government.Secondly, the paper analyzes the structure of urban transportation system with the definition of low-carbon ecological city. Besides people, vehicles and road, three basic elements of transportation system, the environmental influence is added into the transportation system. Since people have realized the emphasis of environment and the relationship between transportation and environment. Therefore, the paper constructs the evaluation system for urban transportation, which mainly contains transportation objects, transportation tools, transportation network and transportation environment.Then, the paper discomposes the basic elements of transportation system mentioned above and selects the representative evaluation indexes step by step. During the selecting process, evaluation indexes that could are the goals. The selected evaluation indexes consist of comprehensive evaluation system for urban low-carbon and ecological transportation system. In the comprehensive evaluation model, transportation object aspect contains the average travel time and the proportion of green transportation, transportation tools aspect reflects the situation and tendency of the development of public transit and non-motorized traffic, transportation networks reflects the operation situation of urban traffic system, and transportation environment aspect reflects the urban transportation system’s impact on the environment.Finally, the paper combine the AHP and Coefficient of variation method while make evaluation to deal with the uncertainty and complex of indexes, which is different from traditional study. What’s more, the paper designs a version of transportation evaluation software by VC++6.0in order to promote the study in a large scale. The paper chooses Jinan as the example to test the evaluation system and evaluation method put forward in the paper.
