It is great important to establish the national petroleum reserve for protecting rapid and sustained economic development, safeguarding national security, stabilizing domestic oil prices, stabilizing the domestic market and ensuring the normal life of the civilization. The advantages of the underground petroleum storage caverns are low occupation of farmland, less investment, less wear and tear, less pollution, low costs of management, security and so on. Taking into account the advantages of the underground petroleum storage caverns, national petroleum reserve for China will adopt this style.In this paper, through the establishment of the constitutive model, using numerical methods, combined with field test data, analyze the spatial effects of the excavation face; according to the crown settlement curve, description empirical formula of the crown settlement curve of the whole process, obatain experience parameters of different rock classification, provides a theoretical basis to the cavern stability risk analysis.Risk assessment of stability, focus on the project properties risk analysis, by the quantitative analysis of rock hardness, correction factor of cavern size, the key point stress and displacement value, combined with the reveal of engineering geological conditions, get probability value of potential risk of accident, and the extent of the effects of the accident, use the corresponding risk value carried out risk classification of stability.Due to Particularity of the groundwater sealed underground cavern, proposed hydrogeological classification of the rock mass quality and water conductivity; Innovative connectivity rate of the structural plane, opening the structural plane occurrence and its the cavern axis of the positional relationship included in the evaluation criteria, more comprehensive analysis of the controlling factors of the groundwater How field; According to the geological prospecting information and the monitoring data, divided water seal level of risk region, provided a theoretical basis for the construction of water-sealed risk control.
