Island plays an important role in economic, equity and security in our country. With the development of economy and technology, as well the growing resources demands, more and more exploration activities occurred in islands and they are faced with growing ecological risk. So to meet the demand of insular environmental management of our country, the paper probed into some aspects about ecological risk assessment theory, island ecosystem theoretical analysis, island ecological risk assessment methods and its application of Changxing Island.Island ecosystem consists of three subsystems of insular terrene, tideland and shallow sea. The insular terrene subsystem and terrestrial ecosystem have similarities; and tideland and shallow sea subsystem possess the features that come from both terrestrial ecosystem and marine ecosystem. So the island ecosystem has four characteristics, such as ocean-land duality, vulnerability, the relatively simple structure and the relatively complete system. Based on this point, starting from the angle of general ecological risk assessment and combining with the features of island ecosystem, the paper reasonably extend it to the assessment of island.The ecological risks that the islands faced with mainly come from natural disasters and human activities. The risk sources can be divided into probabilistic sources and exploitation and utilization sources. The mainly assessment method which used to probabilistic sources is weighted sum method; but because of the subjectivity, exploitation and utilization risks are hard to quantitative evaluate. Supported by Ocean public welfare special projects "The Study of Typical Island Geological Disaster Monitoring and Early Warning Demonstration", the paper conducted a field study for Changxing Island’s exploitation and utilization risk sources. So based on the regional background data analysis of Changxing Island and the field study, the paper apply the RRM method to assess Changxing Island’s exploitation and utilization risks and at the same time the management suggestions are given.
