Land Consolidation And Its Ecological Environmental Impact Analysis

To ensure the national economy keep healthy, sustained, steady and coordinated development, and to safeguard the survival and development right of future generations, it is necessary to ensure the dynamic equilibrium of the total arable land, and strictly control the construction land occupation of cultivated land, and actively carry out supplementary arable land and improve the quality of cultivated Iand.As the basic way to realize cultivated land supplement, arable land consolidation, rural residential land consolidation and land reclamation and development play an irreplaceable role in achieving dynamic balance of farmland and increasing the rural economy and the income level of farmers to promote rural social and spiritual civilization comprehensively.However, the problems occurred in land consolidation have affected the overall effectiveness of land consolidation, including some blind pursuit immediate economic benefits ignoring the environmental impact of land management on the ecological environment, as well as the high cost of land reclamation and the land development potential is limited.Taking Yongchuan for example, on the basis of theoretical analysis of land consolidation, this article selects12indicators including the new cultivated land coefficient, input-output coefficient, production capacity increased coefficient and so on,then creates the land consolidation potential estimation system to estimate cultivated land consolidation potential, land development and reclamation potential and rural residential land reclamation potential using analytic hierarchy method of the townships of Yongchuan District. Meanwhile, it grades the townships in accordance with the size of the potential value. The main conclusions of the study are:land consolidation potential of Hegeng town, Xianlong town, Laisu town and Linjiang town is in the forefront of Yongchuan District and in the first-grade consolidation potential area;the potential of the Victory Road Street, South Street the streets, Songgai town and Zhongshan Road street is smaller, and distribute in the fourth grade. Overall, land consolidation in Yongchuan District plays an important role in the increase of arable land, cultivated land use efficiency and improvement of the ecological environment quality.Considering the planning and implementation of land consolidation pay more attention to the economic and social benefits, but pay less attention to the quality of the ecological environment changes in the ecological and land consolidation, this article focuses on the changes in the ecological environment quality before and after land consolidation in Yongchuan District. Based on the ecological theoretical research, the paper selects biological abundance index, vegetation cover index, water network density index, the index of land degradation and land suitability index and creates El calculation system. Through the analysis of changes in the ecological environment quality index before and after the finishing of the township land consolidation in Yongchuan District,we can see:the quality of the ecological environment of the township have improved to varying degrees after land consolidation.Among the township, Chashan Zhuhai street, Ji’an town and the ecological environment of the satellite Lake Street significantly better, Songgai town and Zhongshan Road streets have a slight change in overall quality of the ecological environment in the land consolidation. Because of different natural, social, economic and ecological conditions in the township, the township land consolidation work priorities and specific measures are also different, and thus the impact on the ecological environment is not the same.From the overall and long-term perspective, land consolidation can promote the development of the ecological environment in the more favorable direction. However, we must also see the negative impact on the ecological environment of land consolidation in a number of constraints and unreasonable behaviors. Considering the problems that may arise in the releasing process of land consolidation potential, combined with the practice of land consolidation in Yongchuan District, this article puts forward reasonable proposals for land consolidation from the point of view of policy, institutional, financial, engineering measures in Yongchuan District to promote land consolidation smoothly.In summary, the sustainable land consolidation is not only to do the initial planning, a comprehensive analysis of scientific calculation based on land consolidation of land consolidation on ecological environment and other factors, and a reasonable selection of the project area, but also comprehensive and overall considerations on the project implementation, financial and economic and management policies and other aspects is necessary in the implementation of the project and after the implementation to play the real long-term role in the dynamic balance of the total arable land.
