ObjectivesDescribes and analyzes the basic health services function and human resource of township health institutions in Zhejiang Province by collecting the situation of institution setting, allocation of resources and service delivery of the township health institutions in Zhejiang Province to give corresponding proposalsMethods1. Literature research.1reviewed the literature related to basic medical care and health services in rural area at home and abroad, and learned the policies and regulations on rural basic medical care and health services.2. Practical research. According to the different economic level of various regions, three more developed counties and three less developed counties were taken as samples. Then took three townships from each county and took three villages from each township.Results1. Township hospitals’existing condition. The scale of township hospitals is associated with local economic level, but the ratio of non-health technical personnel is too high in both of the two areas. There are significant differences in proportion of non-business house. The average area of township hospitals in Hangzhou and Huzhou is7.8times as large as that of Quzhou. As to the township hospitals’income, whether from the total income or per capita gross income of view, Hangzhou and Huzhou are much higher. The former mainly relies on drug income, and the latter is mainly dependent on government financial assistance and medical services. The average yearly earnings of township hospitals’ staff in Zhejiang Province is¥32,800, it is¥29,000in Hangzhou and Huzhou, and¥40,600in Quzhou.2. Village clinics’existing condition. As to the efficiency of the services, village clinics in Quzhou have better performance in diagnosing and treating service, however the contrary is the case in public health service. From the structure of income, drug sales are the main source of income. It’s worth noting that the amount of the subsidies for public health in Hangzhou and Huzhou is more than six times as much as that in Quzhou, which has a statistical significance.3. The county health institutions’support. Generally, the county hospitals" business support is not sufficient, and region difference is significant. County maternity and child care hospitals have good performance both in business guidance and training rural doctors.Conclusion1. Some cognitional differences need clear definition from law or policy level.2. The Human resource allocation of the township hospitals should be further optimized, and reduce the proportion of non-health technicians, and reduce the proportion of non-health technical personnel.3. The function cohesion mechanism between township health institutions and superior medical institutions needs to be improved.4. The income distribution system for primary health workers has some unfair situation, and talent development mechanism needs to further consummate. 5. The unreasonable regional differences in the subsidies for public health should be narrowed and the circulation of funds to be standardized.
