Objective:the research is to understand the implementation of performance management in township hospital of Chongqing and the performance appraisal status basic about public health services, to find out success and existing problems, and to explore the influence factors of performance management of township hospital for the basic public health service, which provide the reference suggestion to improving the performance management of grassroots medical institutions, in order to further improve the level of basic public health service in Chongqing.Methods:This research mainly methods include:(1) literature research;(2) field survey, through the questionnaire, in-depth interview and panel discussion to obtain the qualitative and quantitative data;(3) statistical methods:the main statistical description, TOPSIS and regression analysis.Results:1. Through the survey found that the basic public health service performance exist the following problems:(1) the lack of the unified evaluation index system for guidance.(2) the performance evaluation become a mere formality, the lack of regulation and the assessment results using single.(3) the performance salary cap too dead, lack of incentives.(4) information level is low.(5) the unreasonable human resource structure, the number of technical personnel for professional basic public health service is less.2. Through TOPSIS method evaluate overall performance of basic public health services in townships hospital, according to the results,the optimal score of 0.7357, the worst score of 0.0935, performance appraisal of basic public health services in townships hospital is obviously polarized, the overall situation of A region is best, E county is worst.3. Contrast analysis and single factor analysis find that performance evaluation mechanism, performance evaluation index system, human resources structure, subsidy amount of basic public health services and decision-making capacity of leadership have an impact on performance. In the performance assessment mechanism, Performance appraisal program Settings, performance communication, performance monitoring and result feedback and result using of performance is particularly important.Conclusion:To establish a performance management system and ensure the each link of performance to carry out orderly, strengthen the performance communication, improve performance appraisal regulation of basic public health services, to ensure the authenticity of the assessment results and multivariate using of results; To establish a index evaluation system which perfect for basic public health services, ensure the scientific of performance appraisal index and focus on health management of slow disease; To make Specification for performance fund management and develop incentive function; To optimize the structure of human resources of township hospital and improve leadership of dean; To Encourage resident participating and improve satisfaction; To quicken the information construction of township hospital.
