AIDS, an infectious disease was harm to people’s health. At present, prevention and control of AIDS had made a great achievement, but the situation was still severe and prevention and control of AIDS were still in a crucial stage. So an effective and reliable AIDS prevention and control effect assessment and indicator system was built which was good for the further development of AIDS prevention and control.However, the current domestic and foreign index evaluation system focused on performance aspects. Not only the effect of AIDS prevention and control cannot be evaluated by the existing indicator system but also systematical analysis for the system with empirical research material was lacked. Analytic Hierarchy Process (AHP), synthetic index method, fuzzy comprehensive evaluation method, and TOPSIS method were commonly used in the comprehensive evaluation method, researchers often choose a single method, because of the limitations of a single evaluation method, the evaluation results were hardly convincing. At present, not only the effect of AIDS prevention and control cannot be evaluated by the existing indicator system but also systematical analysis for the system with empirical research material was lacked. A comprehensive HIV prevention and control effect assessment and indicator system was established from three aspects:support&guarantee, process and Performance; many kinds of comprehensive evaluation method was used in Shangcai, Shenqiu and Queshan so as to compare the effect of method, discover the advantages&disadvantages of the method and improve the future work.ObjectiveAIDS assessment and indicator aystem and indicator weight was built and determined. Prevention and control effect of three AIDS high-risk counties were compared through the use of some comprehensive evaluation method to understand prevention and control effect in every corner of Henan and validate scientificalness and applicability of the method.MethodThrough document analysis method and Delphi method, the indicator can be selected and indicator weight can be calculated by analytical hierarchy process. Data relevant to AIDS prevention and control in2010of Shangcai, Shenqiu and Queshan was collectted through indicator system. Prevention and control effect of three area was evaluated by TOPSIS, RSR, fuzzy set; close-value method; efficacy coefficient method; grey correlation analysis method.Results(1) The AIDS prevention and control effect assessment and indicator system was established, while the comprehensive evaluation index was set down, the aim level and the rule levels were made up of support&guarantee, process and Performance. In the basis of it, the indexes system of three levels was established, the first including3item, the second including9item, the third including43items.(2) The results of Delphi investigation②The extent of positive:26questionnaires were sent,26were received, and26were available. The coefficients of expert positive were high, reaching at100%.②Authority coefficients:The authority coefficients was0.918, the extent of authority was high.③Harmony coefficients:The harmony coefficients of support&guarantee, process and performance were0.371、0.388、0.373、0.374、0.422、0.370、0.519、0.544、0.418. The harmony coefficient of the conclusions of the chi-square test was P<0.05, the extent of experts’harmony was high.④Weight coefficients:The weight coefficients of the three first level indexes were0.372,0.318and0.309. The weight coefficients of the9three level indexes were0.207、0.200、0.216、0.185、0.192、0.524、0.476、0.546and0.454.(3) AIDS prevention and control effect evaluation①TOPSIS:the C of Shangcai, Shenqiu and Queshan were0.510,0.442,0.425.②RSR:the WRSR of0.718,0.655,0.667.③TOPSIS and RSR fuzzy set:the0.5C+0.5RSR of0.614,0.549,0.546, the0.9C+0.1RSR of0.531,0.464,0.450.④lose-value method:the Ci of0.000,0.306, and0.387.⑤Efficacy coefficient method:the d of46.660,46.217, and45.487.⑥Grey correlation analysis method:the y; of0.0138860,0.0138820, and0.0117029. The sequence of AIDS prevention and control effect was the same. That was ShangCai, ShenQiu and QueShan from high to low.Conclusions(1) Through Delphi method and analytical hierarchy process, the whole indicator system was established which has3levels. There were3first grade indicators,9second grade indicators and43third grade indicators to evaluate AIDS prevention and control effect. It can be proved that the system has consistency and logic. The system will become a tool for government to evaluate AIDS Prevention and control effect.(2) Through TOPSIS, RSR fuzzy set, close-value method, efficacy coefficient method, grey correlation analysis method, the system was evaluated. The result proves that the evaluating model was effective to measure the operation situation of AIDS prevention and control in every country. The disadvantage of AIDS prevention and control can be found out to improve work.(3) It could be seen from the highly consistent results and the calculation process of the comprehensive evaluation method, close value method was practicala wide range and a small amount of calculation, the principle was simple and easy to understand.
