The Research Of Medical Care At Public Expenses System Reform Strategy In Huadu District: Under Demand Field

Medical security is closely related to people’s livelihood. Setting up perfect and complete medical security system is not only the need of maintaining social stability, but also the guarantee of sustainable social and economic development. China regards the basic establishment of the social and medical security system covering both urban and rural residents as the goal of constructing a socialist harmonious society and the main task. After30years of reform and opening-up exploration, our country has gradually set up3+1model of multi-level medical security system (the medical insurance system whose mainstay is the basic medical insurance system for urban employees, the basic medical insurance for urban residents and the new rural cooperative medical care and strengthened medical relief system construction). Medical care at public expenses is the outcome of combining planned economy period and socialism with Chinese characteristics, which considers the civil servants and institution staff as its service object. With the rapid development of social economy, the deepening of medical system reform, the continuous improvement of the medical security system, its defects gradually exposed. The reform of medical care at public expenses is imperative. Some data show that about90%of the provinces in the whole country have completed the unification of medical care at public expenses system and the basic medical insurance system. Whether Guangdong, the last fortress for the reform of medical care at public expenses, have the space for the continued existence; how it carries out the reform of medical care at public expenses; what its future development will be, has apparently become the focus of attention.This paper is based on Huadu District, carries on the theory exploration and the practice research of the reform of medical care at public expenses by using various methods such as the literature, empirical, questionnaire and so on. On the basis of a deep analysis of the reform of medical care at public expenses in Huadu district, this paper makes objective comments on the success or failure of the reform of medical care at public expenses. From demand perspective, it proposes the feasible opinion on how to design a path suitable for the situation of the reform of medical care at public expenses through the field survey:gradually establish a set of the medical care at public expenses system with the national security given priority to, many parties involved and many levels; make limited resources of medical care at public expenses not only meet the general cadre and staffs’ medical needs, but also adapt to the requirements of the development of economic construction in Huadu district.
