ObjectiveThe study summarized the experiences and lessons of foreign public hospital’s reform and the highlights and insufficiency of domestic public hospitals after the new medical reform. Through the inter-external experiences, exploring problems needed improvement and enhancement, the study proposed methods and advice for further perfection of the public hospital reform. On the basis of summing-up analysis, introduced the empirical analysis, the study tries to make developing plan of Yidu Central Hospital in Wei fang under the background of new medical reform, and put forward rational proposals which is of targets, in order to provide reference for the gradual development of public hospitals after the medical reform in China.MethodsBy using literature methodology, this study gets access to academic periodicals, laws, regulations and policies text, conference papers, collecting related informations of the relevant domestic and foreign public hospitals’reform. Using comparative research on the health reform’s experience and practice of the United States, Britain, Germany, France and other countries, the study makes a comparative research in our16medical related pilot cities. Using empirical analysis, the study has done analysis and discussion on the present public reform’s situation and content of Yidu Central Hospital in Weifang, and keyly learns central hospitals’developing strategy in new medical situation. The study did SWOT analysis to Yidu central hospital in Weifang, in order to realize strengths, weaknesses and external opportunities, threats which the hospital is facing.ResultsThe public hospitals in China appear major problems with the lack of government’s input, which does not reach the designated position, and has little public benefits. Public hospitals in the management system of public welfare can’t find suitable places and lack management autonomy, rapid increase of medical expenses, finance compensation for public hospitals in wrong place, etc. Some Chinese cities has made related exploration of public hospitals’ reform. The exploration includes "management office of partition separating not established medical group mode" in Wei fang, Zhenjiang’s mode of "Medical group established","universal free medical care "mode,"drug management center "mode in Wuhu, hospital development center management shen-kang mode and management office separation and custody in Wuxi. All these supply uesful experiences and lessons for overall public hospital reform. On abroad, the public hospital reform of British has improved health service system reform of the management mode and public hospital management mode, combinating "empowerment" and "regulation". The United States provides health care services for disadvantaged people to implemente the national safety net, and makes hospital management office separation, and let the government has the supervision of public hospital. Germany forms the most perfect international combination between government and market model with good medical management system, the legal system and implement indirectly control the incentive-restricted mechanism. France implementes and enforces national healthcare policies unity, review work in hospital, and use a public-private way. All these are important for China to open up a train of thought about the public hospital reform. By SWOT analysis, it is easy to identify that Yidu central hospital has brand advantages, exquisite technology, advanced equipments, discipline first-class etc, and has shortcomings such as regional development limited, ward facilities, parking in policy support. However, Yidu Central Hospital has chances in introducing high-level talents, establishing new center. Meanwhile, there are some threats in lack of medical personnel, medical aspects of quick development in other hospitals. ConclusionsFirst, according to experiences of our country’s and foreign public hospital reform, it can see our medical public hospital management system needs reforms. Countries practice proves that a public hospital management office separation is the direction of the reform, and the British public hospital self-government reform can be said to be a good example of "the management office separation". Public hospital governance reform is a kind of government responsibilities which holds the redistribution of medical institution, and the reform process will involve all government departments, including adjustment between hospital and the government, other power structures. Second, according to the current existing main problems of our country public hospitals, it is needed to solve how to maintain the social benefits of a public hospital, which needs the supports from the government in positioning, policy, investment, publicity, etc. Third, combining with domestic several pilot modes and the SWOT analysis, due to conditions of our country development of economy, the medical and health, there are differences in learning lessons or experiences, which needs to combine local characteristics, to use policy analysis and the concrete analysis, to form its own cure of ideas. By means of SWOT analysis, Yidu Central Hospital in Weifang should accelerate new construction and introduce high-level review of the development of medical personnel, which are hospital important task and strategic development target.
