| The new rural cooperative medical care system is the state’s major policy inorder to solve the country "three rural" issue,coordinate the urban and ruraleconomic-social development. The practice has proved that the new rural cooperativemedical system has played an important role in solving some issues,such as farmersimpoverished,the issue of back into poverty due to illness,improving farmers’ medicalconditions,coordinating urban and rural,regional development.But at the same time,the new rural cooperative medical care system has some problems in theimplementing process,it directly affects the preferential agricultural policy of the newrural cooperative medical care system’s implementing effects.In this paper,we use the survey method,make use of the two-level Logistic modelempirically analyze the factors effecting farmers participate new type ruralcooperative medical under the comprehensive arrangement for serious disease andoutpatient. Our empirical results shows that the per capita income and the level offarmers’ payment has no significant correlation with the farmers particiating wish, butthe education〠family structure〠the health of family members〠the nominalreimbursement levels of the new type rural cooperative medical and the family’shealth have remarkable relevance with it.The farmer’s participating behavior hasadverse selectionOverall, the farmer’s satisfaction on the new rural cooperative medical caresystem is concentrated and stable. the average score of the farmer’s satisfaction aboutthe new rural cooperative medical care system is3.671points, the standard deviationis0.702points, few extreme evaluation. However, the survey found there are someproblems should not be ignored. As the medical and health service agencies can notmeet the needs of farmers on medical technology, medical fees, etc, that led to lowsatisfaction with the farmers.The health care institutions inadequate investment andthe development of the lag can not triage patients. In addition, the new ruralcooperative low compensation, the government public the policy is not in place, themigrant workers’ health care and other issues affect the farmers’ satisfaction. For theproblems of finding during the investigation, the article gives the correspondingpolicy and recommendations on the end. |
