Methods:1. Surveying medical disputes which asked for medical defect identification againfrom August2008to June2011after getting the agreement from medical societies in the XinjiangUygur Autonomous Region, then making statistics and analysis according to gender, age, nation andlevel of medical institutions.2. Weighting process by using Delphi method according to25medicalmedical professional and14reasons of medical negligence. Results: We found that theprobability of medical dispute and negligence is higher in the group of34-50years old,and the probability of minorities group is lower than the Han nationality. The medicaldispute and negligence occurred frequently in more than two medical institutions.Different gender and age groups had statistical differences in the level of medicalnegligence（P＜0.05）The grade I medical accident often happens in male and the age of0-16years old groups. Different nation groups had statistical differences in the level ofmedical negligence and the liability（P＜0.05）, The top five high-risk professional ofmedical negligence were orthopedics, general surgery, obstetrics, paediatrics andneurosurgery in our zone, and the top five high-risk reasons of it were poorly explained,Illness estimate shortage, uncompleted record, improper operation and incomprehensivereview. Conclusion: The people who are34-50years old the breadwinners for theirfamilies, patients and relatives attach importance to curative effect. We should enhancehealth education for this age group.Minority people often avoid the happening of medicalnegligence because of different language barrier, religion, culture and education from theHan nationality. There are more clinical activities in more than two medical institutions sothat more medical negligence are occurred. There should be more attention to be paid inthus medical institutions. Heavy social pressure and Ignore their own health are major cause that the probability of medical negligence is higher in male group than female.Children are the chief component of0-16years old group, it is hard to accept for familiesthat the condition of them is not stable, so that there are more medical negligence in thisage group. The most of high-risk professional are surgical professional, so theseprofessional should attract more attention. Preventive measures and health-care should betaken about high-risk reason of medical negligence in order to prevent the occurrence of itfor thus professional.
